SHAH ALAM – A stray dog enforcement operation conducted by the Royal City Council of Klang (MBDK) in Taman Teluk Gedung Indah, Port Klang turned chaotic when an individual allegedly obstructed enforcement officers from carrying out their duties and threatened to harm himself. In a statement, MBDK said the incident occurred during the operation at Jalan Sama Gagah 20, where the individual allegedly acted aggressively by attempting to cut the capture loop used to restrain the dog and threatened to injure himself if the animal was not released. “The incident led to a struggle that made it difficult for MBDK officers to safely loosen and remove the equipment for the welfare of the animal. The dog was later confirmed to have died during the incident. “To prevent the situation from escalating further and to avoid injuries to any party, MBDK officers released the equipment before police arrived at the scene to restore order,” the statement said today. MBDK said the operation, which was conducted from 8.30 p.m. until midnight, followed official complaints from residents regarding public safety concerns arising from the increasing number of stray dogs in the area. The council said the operation involved 11 personnel and one officer from the MBDK Health Department, with the cooperation of approximately 50 local residents. “The operation was carried out in accordance with By-Law 17(1) of the Dog Licensing and Dog Breeding Establishment By-Laws (MPK) 2007, with the support of the Health, Community and Sustainable Development Committee (JKKPM) and after informing the area councillor. “Throughout the operation, 12 stray dogs were successfully captured using loop equipment that complies with the standards set by the Ministry of Housing and Local Government (KPKT), ensuring that enforcement was conducted safely while prioritising animal welfare,” it said. Following the incident, MBDK lodged a police report regarding the alleged obstruction of public officers in the discharge of their duties and the alleged threat involving a sharp weapon to facilitate investigations under the relevant laws. “MBDK regrets the incident and remains committed to carrying out enforcement professionally, responsibly and in accordance with animal welfare standards. At the same time, the council reminds pet owners to act responsibly by ensuring their animals are properly licensed and are not allowed to roam freely in a manner that endangers public safety,” the statement added. Earlier, the Stray Animal Foundation Malaysia (SAFM) urged the authorities to conduct a thorough investigation and take prompt legal action against all individuals believed to have been involved in the death of a pet dog named Rocky in Taman Teluk Gedung Indah, Port Klang, on Wednesday. |
