KLANG – A stray dog capture operation conducted by the Royal City Council of Klang (MBDK) turned chaotic when an individual allegedly acted aggressively by threatening to use a knife and obstructing enforcement officers from carrying out their duties at Jalan Sama Gagah 20 yesterday. The nearly four-hour operation, which began at 8.30 p.m., was carried out following official complaints from residents regarding safety concerns caused by an increasing number of stray dogs in the area. MBDK stated that the operation was conducted in accordance with By-Law 17(1) of the Dog Licensing and Dog Breeding Establishment By-Laws (MPK) 2007), with the support of the Health, Community and Sustainable Development Committee, and was also brought to the attention of the area councillor. The operation involved 11 MBDK Health Department personnel and an officer, together with approximately 50 local residents. “All captures were carried out using loop equipment in accordance with the standards set by the Ministry of Housing and Local Government to ensure that enforcement procedures were conducted safely while prioritising animal welfare. “A total of 12 stray dogs were successfully captured during the operation,” the statement said. However, during the operation at Jalan Sama Gagah 20, a group of individuals allegedly obstructed MBDK officers while they were attempting to capture a stray dog roaming unsupervised on a public road. According to the statement, one individual acted aggressively by attempting to cut the loop restraint using a knife and allegedly threatened to harm himself if the animal was not released. “The pulling and commotion that occurred made it difficult for MBDK officers to safely loosen and remove the equipment, resulting in the death of the dog. “To prevent the situation from escalating and to avoid injuries to any party, MBDK officers released the equipment,” the statement explained. MBDK said police arrived at the scene to control the situation and a report was lodged regarding obstruction of public servants carrying out their duties and threats involving a sharp weapon. “MBDK regrets the incident and remains committed to carrying out enforcement actions professionally, responsibly and in compliance with animal welfare standards. “All pet owners are urged to act responsibly by ensuring their animal licences remain valid and by preventing pets from roaming freely in a manner that may compromise public safety,” it said. Meanwhile, Klang Selatan District Police Chief Assistant Commissioner Lim Jit Huey confirmed that a report related to the incident had been received. “The matter is still under police investigation and we request that the public allow the police to conduct their investigation,” she said. Earlier, a video lasting more than three minutes went viral on social media showing the commotion that occurred during the stray dog capture operation. |
